Pedro Borges
Pedro Borges is a PhD candidate at KU Leuven, Institute for International Law. His doctoral project delves into the interpretation of the law of international responsibility and the due diligence standard under public international law. In tandem with his PhD, he currently works as a research assistant under the ATHENE-Center (the German National Research Center for Applied Cybersecurity) in a multi-university research project on artificial intelligence and data law.
During his stay at the Academy, Pedro is working on a PhD chapter on doctrines of extraterritorial jurisdiction and attribution of conduct in the case law of the ECtHR, and on a separate chapter on human rights issues entailed by the use of AI decision support systems in government.
Pedro graduated magna cum laude from the LL.M. in International and European Public Law at KU Leuven and is a law graduate from PUC-Rio. During his undergraduate studies in Rio de Janeiro, he co-founded PILLS (the Public International Law Litigation Society) and took part in the Philip C. Jessup Moot Court and the Nuremberg Moot Court. He was also an exchange student at the University of Edinburgh.
